Microsoft’s CELA Compliance & Ethics team seeks a Technical Program Manager to lead technical programs intersecting compliance, data engineering, and AI. Responsibilities include planning and delivering complex cross-functional programs involving compliance data platforms, AI/ML solutions, and investigation tooling; driving architecture decisions; ensuring compliance with DOJ and regulatory requirements; leading AI/ML model operationalization for fraud detection and risk scoring; migrating to modern data platforms such as Microsoft Fabric, OneLake, and Power BI; integrating AI agents into workflows; maintaining privacy, security, and governance standards; and managing stakeholder communication and vendor relationships. Required qualifications include a Bachelor's degree with 4+ years in engineering, product or technical program management, or data analysis, and 2+ years managing cross-functional projects. Preferred qualifications include 8+ years experience, coding familiarity, experience with cloud data platforms (Azure, Fabric, Databricks), AI/ML operationalization, compliance frameworks (SOX, GDPR, CCPA, DMA, DSP), and background in fraud detection or financial compliance. The role is full-time, on-site in Redmond, Washington. Salary ranges from $119,800 to $234,700 annually, with higher ranges for specific metropolitan areas.
What you'll do
- Own planning, execution, and delivery of complex cross-functional technical programs spanning compliance data platforms, AI/ML solutions, and investigation tooling
- Define program scope, milestones, dependencies, and risk mitigation strategies across multiple concurrent workstreams
- Drive architecture decisions and technical trade-offs in partnership with data engineers, data scientists, and platform teams
- Ensure programs are delivered on time, within budget, and aligned with DOJ, regulatory, and internal compliance requirements
- Lead programs that build and operationalize AI/ML models for fraud detection, risk scoring, and proactive compliance monitoring
- Drive adoption and migration to modern data platforms including Microsoft Fabric, OneLake, and Power BI for compliance analytics
- Own technical programs, lead end to end and measure success through user adoption
- Coordinate integration of AI agents (Semantic Kernel, Copilot Studio, Agent Framework) into compliance workflows
- Ensure all programs adhere to privacy, security, data retention, and access governance requirements
- Maintain audit readiness and DOJ alignment across all compliance data and AI programs
- Serve as primary technical program liaison between CELA leadership, engineering, data science, and compliance operations
- Present program status, risks, and strategic recommendations to senior leadership (Director+ level)
- Manage vendor relationships and delivery with external partners including SOW scoping and budget oversight
Requirements
- Bachelor's Degree AND 4+ years experience in engineering, product/technical program management, data analysis, or product development OR equivalent experience
- 2+ years of experience managing cross-functional and/or cross-team projects
- Preferred: Bachelor's Degree AND 8+ years experience engineering, product/technical program management, data analysis, or product development OR equivalent experience
- Preferred: 6+ years of experience managing cross-functional and/or cross-team projects
- Preferred: 1+ year(s) of experience reading and/or writing code
- Preferred: 4+ years managing cross-functional technical programs involving data platforms, analytics, or AI/ML systems
- Preferred: 2+ years working in compliance, legal technology, risk management, or regulated environments
- Ability to drive programs from ambiguity to delivery across engineering, data science, and business teams
- Experience with cloud data platforms (Azure, Fabric, Databricks) and modern BI/analytics tools (Power BI)
- Experience with AI/ML operationalization — model development lifecycle, feature engineering, and model monitoring
- Familiarity with graph analytics, knowledge graphs, or network analysis techniques
- Experience with compliance frameworks (SOX, GDPR, CCPA, DMA, DSP) and investigation management platforms
- Experience managing vendor relationships and multi-million-dollar program budgets
- Background in fraud detection, AML, KYC, or financial compliance
