Moloco is seeking a Director-level leader to build and lead the Business Integrity function, focusing on protecting the platform from fraud, abuse, and policy violations. This hybrid role is based in Menlo Park, CA. Responsibilities include risk assessment, policy and compliance framework development, detection system design, enforcement operations, and cross-functional partnership with Engineering, Product, Legal, and other teams. The role requires 15+ years experience in trust & safety, fraud prevention, compliance operations, or related fields, with proven leadership in building and scaling teams and processes. Familiarity with regulatory environments such as DSA, OFAC, and FTC is required, along with a product or technical background to collaborate effectively with engineering teams. What you'll do
- Conduct comprehensive risk assessment and build a risk registry
- Map existing policies, workflows, enforcement gaps, and ownership
- Make critical tooling and detection strategy decisions
- Set foundation for function’s operating model: Policy & Compliance, and Detection, Ops & Intelligence
- Partner cross-functionally with Engineering, Product, Legal, Enterprise Compliance, Security, GTM, and Finance
- Behavioral pattern analysis and bad actor identification—detect fraud rings, account takeovers, and re-entry attempts
- Develop proactive detection systems for policy violations (creative safety, KYC, brand safety)
- Create and monitor dashboards and analytics to track violation rates, churn, enforcement actions, and emerging abuse patterns
- Implement signal intelligence and re-entry prevention
- Define, streamline, and scale review queues and investigation and enforcement workflows
- Make account suspension, termination, and partner enforcement decisions with clear appeals and remediation processes
- Establish standing monitoring cadences, escalation paths, and shared tooling
- Draft policies and enforcement rules in partnership with Legal to translate regulatory requirements into actionable controls
- Manage third-party controls and compliance monitoring (real money gambling licensing, KYC, creative policy)
- Implement compliance-by-design architecture across advertiser onboarding, offboarding, and account lifecycle
- Own policy and external communications
- Build and develop a high-performing team, set priorities, coach team members, and foster a collaborative culture
- Act as trusted partner to senior business leaders providing guidance on platform integrity matters
- Shape culture of engagement and ownership around Business Integrity across the organization
Requirements
- 15+ years in Trust & Safety, Fraud Prevention, Compliance Ops, Law Enforcement, or equivalent discipline
- Proven track record building and scaling trust & safety or fraud prevention operations—hiring, mentoring, and retaining high-performing teams
- Deep understanding of bad actor tactics, evasion techniques, and how to identify and prevent abuse patterns
- Experience designing policies, proactive detection systems, workflows, monitoring cadence, and enforcement processes at scale
- Familiarity with regulatory environments (DSA, OFAC, FTC) and compliance-by-design frameworks
- Product or technical background and credibility with engineering and product teams—you can translate business problems into technical solutions and make informed tooling decisions
- Ability to lead through legal and regulatory ambiguity, exercising sound judgment on complex issues
